Job Description:
The Opportunity
A vacancy for an Export Control 2nd Level Controls Assessor (m/f) has
arisen within the Export Control Programme Office department of Airbus
in Blagnac (France).
Purpose
Airbus is committed to conducting its business with honesty and

regulations. The Airbus Export Control Programme Office has been
designed with this aim in mind, and relies on a talented and diverse
network of professionals for its effective implementation. In the
context of the current effort to deploy Export Control in Airbus,
there is a need to reinforce our capacity to investigate any
allegation of violation and to prepare the required filings for the
relevant authorities (especially the U.S. DDTC and BIS).
The Head of Airbus Export Control is responsible for overseeing and
promoting the Airbus Export Controls Compliance Programme and ensuring
it is implemented in a coherent and pragmatic way across the Group.
The Head of Export Control Programme Office ensures that the key
elements of the Airbus Export Control Programme are properly deployed,
implemented and complied with.
In January 2020, Airbus entered into a Consent Agreement with the US
State Department for violations of the International Traffic in Arms
Regulations. As a result of this Consent Agreement Airbus is required
to have a Special Compliance Officer (SCO) appointed with approval of
the US State Department. The SCO is responsible for overseeing the
Airbus’ remediation activities in support of ensuring ITAR
Compliance.
Second Level Controls are a key element for the Export Control
Programme as this activity ensures Export Control processes are
working effectively and identifies areas for possible further
improvement (the operational business to which the rules apply are the
“First Level” and Corporate Audit is the “Third Level” of
control).
The Export Control 2nd Level Controls Assessor (reporting to the HO
Export Control Programme Office) in the Export Control Programme
Office will be responsible for assisting the Second Level Controls
Manager in overseeing and monitoring the implementation of the Airbus
Directives and Methods to ensure their proper implementation across
the Company.
Specifically, Your Main Accountabilities Will Include:

Engage with the Export Control teams in Airbus Divisions (Commercial
Aircraft/Helicopters/Defence & Space) to undertake second level
control reviews of Export Control processes embedded in the business.

Implement and further build the Second Level Controls framework
across the Airbus Divisions.
*
Conduct Compliance Verification Visits (CVVs) to test process
effectiveness and their application to support Export Control across
the Divisions in line with the applicable Directives and Methods.
*
Work closely with the Second Level Control Manager to define risk,
assess trends and working towards continuous improvement of Second
Level Controls
*
Contribute to the development and roll out of control tools
(including digital) to ensure Second Level Controls are included in
such solutions.
*
Report on the outcome of Second Level Controls to top management.
*
Follow-up on recommendations made as a result of Second Level
Controls business assessment and assist the Divisions to ensure proper
closure.
*
Raise awareness on importance of Second Level Controls across the
Export Control organization
*
Assist the Second Level controls Manager when reporting to the
Special Compliance Officer, external (statutory) auditors and internal
audit on controlling activities.
*
Working in close collaboration with the Risk, Escalations and
Investigations team in the Programme Office who are leading the
management of Voluntary Disclosures and consequently ensuring that the
corrective actions identified are also considered and integrated into
the second level controls approach.

Regular travel across Europe primarily for the nation countries of
Airbus (France, Germany, Spain, UK) is expected, however may expand to
support Airbus Subsidiaries & Affiliates worldwide.

Required Education, Background and Experience:

Masters Degree in Business, Law or other higher education degree;
*
At least 3 years of experience working in a multinational environment
advising on international trade and export control matters;
experiences in auditing/ internal controls a plus.
*
Experience in industrial environments with associated broad
experience in other business functions preferred;
*
Strong knowledge of the ITAR and US Export Control regulations.
National, Non-US jurisdiction knowledge on export control a plus;
*
Ability to work independently but also as part of a (multifunctional)
team in a fast-paced and demanding environment;
*
Strong communication and analytical skills; ability to appropriately
involve others in consultations and decisions;
*
High degree of initiative, credibility, independence, integrity,
confidentiality and trust;
*
Ability to adapt communication styles accordingly depending on
situation and levels within the organisation(s)
*
Ability to multitask and prioritize accordingly;
*
Excellent writing skills required to write reports;
*
Strong skills in executive briefings preparations and KPI reporting;
*
Languages: English (fluent); knowledge of French, German or Spanish
is a plus
*
Non-French citizens will need to meet the legal requirements to work
in France.
