The Science, Technology and Innovation Directorate (STI), in line with
the strategic objectives of the Secretary-General, helps OECD member
countries and other key economies build an environment conducive to
translating science, technology and knowledge into innovation in order
to create economic and social value added.The Management Support Unit
(MSU) of STI is looking for an experienced professional in the field
of human resources and administration to provide assistance in a large
range of tasks associated with personnel management, financial and
administrative tasks. The selected candidate will work under the Head
of the Management Support Unit of the Directorate.
MAIN RESPONSIBILITIES
Human Resources
* Undertake the management and administration of human resources, in
line with OECD staff rules and regulations, ensuring proper and
consistent implementation of policies governing staffing management.
* Proactively contribute to the management of and advise on
recruitment activities (job descriptions, kick-off meetings,
written/video interview tests, panel interviews, panel reports, etc.),
and workforce planning, ensuring timeliness and efficiency while
providing relevant guidance to managers.
* Manage and monitor all staff related actions (probationary
periods, contract renewals, upgrades, transfers, terminations, etc.)
working with Senior Staff to ensure that their staffing needs are met
and ensuring that relevant financing options are applied.
* Ensure the recruitment and deployment of all staff members is done
efficiently, and support their integration; maintain the STI
“Welcome Package” up-to-date, and keep developing effective tools
that facilitate recruitment and deployment.
* Participate in human resources working groups that provide input
to the design and enhancement of new software applications.
* Contribute along with the Head of the MSU in the preparation of
the Directorate’s annual performance evaluation exercise and the
Management Review Group (MRG) annual meeting.
* Contribute along with the Head of of MSU with HR data and
analytics reportings.
* Respond to internal and external queries on human
resources-related and other administrative matters. Act as a contact
point for staff for any administrative/personnel enquiries they may
have (arrival/departure procedures, home leave, allowances etc.) and
liaise with HRM when appropriate.
* Keep abreast of the human resources field’s latest trends
* Maintain personnel management files, organisation chart and other
files relating to recruitment and human resources.
Office space management
* Ensure the optimum use of available accommodation for the
Directorate. Provide reports to the Director’s office on office
requirements.
* Liaise with the Conference, Security and Infrastructure Service and
the Help Desk on the planning of all office moves.
Financial Management and administration
* Contribute to the control, authorisation and monitoring of
expenditures on the Directorate’s budgets in collaboration with the
Budget/Finance Officer.
* Contribute in the overall closing of the current year’s accounts
and opening of the following year’s accounts.
* Contribute to the regular review of STI internal procedures with a
view to making HR, administrative, financial and related operations
more effective.
* Provide advice to the administrative staff of the Directorate on
procedures and in the use of financial and administrative systems.
* Provide backup assistance in IT matters.
IDEAL CANDIDATE PROFILE
Academic Background:
* A university degree in business or public administration, human
resources management, finance or a closely related field, or
equivalent experience.
Professional Background:
* Proven experience in HR administration, budget management and/or
general administration in a multicultural environment, preferably
gained in an international organisation.
* Extensive and relevant experience in the application of
administrative and financial procedures, preferably acquired in a
large public administration or international organisations.
* Knowledge of the structure, processes and regulations of an
international organisation would be an advantage.
Tools:
* Very good command of Microsoft Office applications (Outlook, Word,
Excel,) and resource management applications such as SAP, Business
Objects, Recruitment Platform, or the ability to very quickly master
the use of such applications. Knowledge of PowerBI would be an asset.
Languages:
* Fluency in one of the two OECD official languages (English and
French) and knowledge of the other, with a commitment to reach a good
working level.

CONTRACT DURATION
* Thirteen-month fixed term appointment, with the possibility of
renewal.
