The Science, Technology and Innovation Directorate (STI), in line with
the strategic objectives of the Secretary-General, helps OECD member
countries and other key economies build an environment conducive to
translating science, technology and knowledge into innovation in order
to create economic and social value added.
The Management Support Unit (MSU) of STI is looking for an experienced
professional to manage STI budgets and financial activities in line
with corporate guidelines. S/he will provide budget and financial
management advice and ensure the timely delivery of financial and
budget support within STI. The selected candidate will work under the
Head of the Management Support Unit of the Directorate.
MAIN RESPONSIBILITIES
CO-ORDINATION AND ADVICE
* Provide financial and budget advice to the Head of MSU to feed into
the strategy definition process and the overall implementation of the
STI Programme of Work Budget (PWB).
* Foster effective collaboration between Divisions.
* Contribute to defining and updating internal financial management
policies and procedures, ensuring their alignment with OECD Best
Practices/ Financial Instructions and provide advice and guidance on
these across STI.
FINANCIAL MANAGEMENT
* Provide insightful and relevant reporting and analysis to the Head
of MSU and STI managers on the financial aspects of all of STI
activities, both on regular basis and on adhoc basis as needed.
* Provide regular reporting to the Head of MSU on STI finances and
provide forecasts for medium and long-term resource needs and expected
expenditure.
* Determine key performance indicators for STI finances, analyse
these on an ongoing basis and propose improvements to increase
efficiency.
BUDGET CONTROL
* Prepare and manage the STI operational budget, in OBMR, in full
alignment with PWB allocations and using corporate tools. This entails
controlling budget availability and ensuring that adequate measures
are in place to reinforce internal controls by assisting the
management team to identify financial risks and proposing measures to
address them.
* In accordance with the OECD’s results-based budget management
framework, prepare and monitor the execution of budgets by conducting
thorough analysis of STI resources, while ensuring full compliance
with OECD financial regulations, rules and procedures.
* Advise the Head of MSU to ensure an accurate and timely
application of the internal control framework, in compliance with
Financial Regulations, Instructions and Procedures.
* Assume overall administrative responsibility for the execution of
the budget and control of expenditure.
PROGRAMME OF WORK
* Support the Head of MSU in the design and implementation of the
Programme of Work and Budget within the OECD strategic management
framework and participate in the evaluation of its implementation.
OTHER
* Serve as the STI focal point for audit purposes and assure that all
STI financial transactions meet the requirements of the OECD’s
Internal Control Framework and the Organisation’s Financial
Regulations, Instructions and Procedures.
* Ensure that all financial information is documented and available
for consultation, reporting and auditing purposes, and coordinate
quarterly and annual closing of accounts exercises.
* Represent STI in various OECD-wide fora, including the RMA Group
and task forces, as required.
* Keep abreast of and provide input on reforms in budgetary and
financial procedures and systems, ensuring that STI needs are taken
into account.
IDEAL CANDIDATE PROFILE
Academic Background
* An advanced university degree in relevant disciplines such as
accounting, finance or business administration.
Professional Background
* At least three years’ professional experience in budget and
financial management, forecasting and controlling expenditure
preferably in an International Organisation or similar working
environment and involving projects with multiyear financing.
* Very strong analytical and quantitative skills. Proven experience
processing large amounts of data, consolidating relevant information,
developing analyses, drafting recommendations for decision-making, and
determining complex costing calculations.
* A sound knowledge of results-based budget and financial
management. Experience with the Organisation's Programme of Work,
budget and financial management structure would be an advantage.
* Good knowledge of OECD processes and policies, Financial,
Regulations, Rules, Instructions and Procedures, or experience in a
similar role in another International Organisation, would be an
advantage.
* Capacity to work in a team in an international environment and to
respect deadlines.
Tools
* _Excellent command of Microsoft Office applications __(Outlook,
Word, Excel) and experience in using __financial applications such as
OBMR, SAP, GM, BO, PowerBI, SRP, SRM, or the ability to very quickly
master the use of such applications. _
Languages
* Fluency in one of the two OECD official languages (English and
French) and knowledge of the other, with a commitment to reach a good
working level.

CONTRACT DURATION
* Two year fixed term appointment, with the possibility of renewal.

* Monthly base salary starting from 4 937 EUR, plus allowances based
on eligibility, exempt of French income tax.
